But I turned off my PC again to check if the problem was gone, but the fan failed to spin on the next boot-up and thus the whining sound returns. After a few more attempts I finally got my PC to boot up with the fan running, but there's a chirping sound from it.

The gfx card is only 29 Watts max so to reach 62C, either it is in a lot of use that you arent aware of, or your case airflow isnt enough for your hardware. Or both. Or the gfx card has a fault, check its fan is running. Install MSI Afterburner and monitor the GPU use graph to see if the gfx card is busy. When running at 12v, the Noctua NF-P12 produces exactly the same amount of noise (19.8 dBA) while moving more air (54 CFM). If you turn down a 120mm Noctua NF-P12 so that it moves the same amount of air as one of those Tri-Cools (47 CFM) it only produces 16.9 dBA, much quieter than the 140mm fan doing the same job. Share.
